Pastor Debra Owens was born and raised in Ridgeland, SC to the late Mike Sr. and Janie Bascom. She is the eldest of 3 born and one adopted which includes her sisters Pamela and Shonette Bascom as well as her brother Mike Bascom Jr., whom she holds dear to her heart. Growing up, as a peculiar child, Pastor Elect Owens loved going to church with her grandmother and was extremely interested in knowing who Jesus was. Pastor Elect Owens started seeking the Lord at age seventeen with the guidance of her (typing class) schoolteacher, Ms. Ruth Hunter.

In 1987, Pastor Owens graduated with honors from Jasper County High School. After graduation, she attended Beaufort Technical College of the Lowcountry where she obtained her Associate in Business Management. As well as studied at Stratford University and obtained her Associate's in Accountancy and Human Resource Management. Currently, Pastor Owens attends Grand Canyon University in Phoenix, AZ where she is pursuing her Bachelor of Arts in Christian Studies with an Emphasis in Biblical Studies.

In 1995, Pastor Owens was saved and filled with the Holy Ghost under the leadership of the late Apostle Donald Taylor. The favor of God has allowed her to serve with several ministries in the low country. She has been a foundation starter with some of the greatest leaders; the late Dr. Idell Cheever, the late Apostle Donald Taylor, Dr. Prophetess Annette McGuire Kenon, Prophetess Elizabeth Smith, Apostle Melvin Badger, Apostle Feneshiae Scott, Apostle Ramona Hughee and Pastor Everett Roberson. These leaders have trained, groomed, and walked her through building a great leadership structure.

Pastor Owens flows under an Apostolic anointing ministering in the fivefold ministry gifts according to Ephesians 4:11-12. Pastor Owens has served the local churches in the following capacities: Usher, Pulpit Usher, Pulpit Nurse, Adjutant, Pastors Aide President, Minister, Youth leader, Praise & Worship team, Sunday School Teacher, Choir Director, Vacation Bible School Director, and Instructor, Evangelist, Assistant Pastor, Prophetess and Pastor Elect. She has served and shared stages while singing background with many recording artists, just to name a few: Pastor Shirley Caesar, Dottie Peoples, the late Douglas Miller, the late Duranice Pace, Evangelist Dorinda Clark-Cole, Bishop Kervy Brown, Evangelist Beverly Crawford, Darryl Williams, Karen Clark-Sheard, the late Bishop Ronald E. Brown and many more. Pastor Elect Owens served as National Secretary and Assistant Secretary for the Jasper Chapter of The Gospel Jamboree Interdenominational Fellowship under the leadership of the late Apostle Donald Taylor.

At the beginning of 2020, Pastor Owens suffered the loss of her beloved sister Rhonda Pierce. During the Covid-19 pandemic, God spoke to her about pursuing her calling. She decided to obey and shut in with the Lord for the year 2020, for God’s direction and instructions for the ministry. She has now stepped out in faith after several confirmations. Pastor Elect Owens is the founder of Pearls of Victory on Facebook, to encourage women to be the best woman God has created. She heard the call of God in 1997 and was afraid to step out, but after all the intensive leadership teachings, it is now time to do what God called her to do. Pastor Owens received the name of the ministry in a dream and again through prayer and fasting. The Lord gave her the name “Rhema Outreach Deliverance Ministry.” God has given her the motto for the ministry; “The Word reaching out to deliver Souls for the Kingdom.” Pastor Owens has a special love for all of God's people to live in the Kingdom. It is always her motivation to be productive in the Kingdom and that no man would be lost. Her greatest goal is to win souls for God's Kingdom at all costs and to reach the unchurched.

God had instructed her to go to Pastor Everett Roberson for continued leadership but after unforeseen circumstances, Pastor Roberson pulled out as Overseer of Rhema Outreach Deliverance Ministry. Pastor Owens and Rhema Outreach Deliverance Ministry are now under the Apostolic covering of The Glorious Church of Jesus Christ. Rhema Outreach Deliverance Ministry has changed its name to Rhema Outreach Deliverance Church, GCJC under the great Chief Apostle Alberta Gray, the Glorious Church of Jesus Christ.
